I am capturing videos from my cable TV using a video card, I wanted to know which quality of audio is the most recommended to choose for a DVD format?

My version is VS9 and the option Dolby works, I have recorded many videos from cable tv in NTSC DVD format , 352x240, data rate:2302. ( I am using DUB-t210 DLink card)
My audio properties are: Dolby digital audio 48000 hz 2/0 LR ; bit rate 224 kbps.Well, my problem is that some videos has too much noise, I was wondering if there is a way to improve that, or I have to make some changes in my audio properties.
Do you think that my hardware is the problem, I have an INTEL Desktop BOard D101 GGC, its features are:
Audio High Definition Audio subsystem using the Realtek* ALC861 audio codec
Video Integrated ATI* Radeon* X300 based graphics
If it is the problem how can I solve that?
