Video filter disappeared (version 9 SE)

Video filter disappeared (version 9 SE)
I am no longer able to use the video FILTER option. It does not even show up on the library list. I have used it a number of times before. I have completely uninstalled, then reinstalled, the software. This did not fix the problem. This is very strange. Anyone know how to fix this? Any help would be much appreciated. Thanks!
