Just when I thought I had it all worked out, up pops another problem.
When playing my DVDs in a player and viewing on TV, I noticed that the complete picture/frame is not showing. Even the titles are cut off a bit.
I am capturing/editing/rendering, etc., in 720X480.
Would changing the size make a difference? Would the complete frame show, as I am seeing it on original analog camcorder tapes and in Ulead when editing?
Or is there another solution?

TV don't display the full PAL image. That's called overscan and is done because the borders of a CRT tube would be distorted (the image is projected on a sphere portion).
You have to take that into account when filming, and you need to keep your titles inside the "safe area" rectangle when editing.
It's the same when you look at your TV from a broadcast, part of the image is lost. Only on a PC window can you see it all.
You can use the distort function to size critical clips smaller, but it will of course alter initial quality.

Video Studio has an optional 'Safe Area' when using captions. In TV production this is known as 'domestic cut off' and usually means that captions are contained within a grid that is ten percent in from the top and bottom and left and right of the generated picture. If your captions are within that grid in VS then they should display fine on most modern TVs. I always allow even more than the ten percent to be safe. In other words, I never sit my captions on the grid line. The pictures that your camcorder shot will be cropped a little when captured into Video Studio, but not significantly.

If it really worries you then you could just put a black colour block in the top video track at full size and put your video in the overlay track at a slightly reduced size - so that you would have a black border around your picture on a TV. But everyone else learns to live with it - keep any real action away from the edge when filming - and only create your titles within the 'safe area' - - "File >> Preferences" check the box against "Display title safe area in preview window"

I realized that TV doesn't display all of a commercial movie..........so I should have extrapolated, shouldn't I?
I am not filming at this point, just capturing from travel tapes: Australia, Kenya, Antarctica, China, Peru, Brazil, Europe, etc., etc. And I do not have the opportunity to revisit and film again with that in mind (that all of the frame will not show later on).
No, it doesn't really worry me. I just have to keep that in mind when I make Titles.............It was just something that hit me last night when viewing latest burn.
