I AM USING VIDEO 10 PLUS, EVERYTIME I SELECT TO HEAR MY PROJECT IN "PROJECT MODE" I HEAR CRACKLING NOISES IN THE BACK GROUND, BUT WHEN I SELECT CLIP MODE I DON'T HEAR ANY OF THE CRACKLING NOISES.
ANY IDEAS OF HOW TO GET RID OF THE NOISES.

You are probably unaware, but in netiquette, typing all in capital letters is akin to SHOUTING, and is considered rude.
As to your specific question, there have been a number of recent posts on this. One currently is just two before yours. See

I see the problem...
I get it particularly when I try to capture to MPEG with Dolby sound, now I switched back to LPCM.
Even so, VS10 playback in edit does tend to go a bit staccato on my machine which it didn't used to (my last version was VS8).
Waiting for a patch for VS10 in hopes what's fixed.

I've come across this as well when converting mpeg2 audio to ac-3. One work around which seemed to work for me was to spit out a .wav file first, then replace the original audio with the new wav file. I'm not sure why, but VS seemed to cope better converting .wav to ac-3 as opposed to mpeg2 to ac-3.
I haven't tried it yet as I haven't had the need, but this could also be a work around for people reporting files which come out with no audio at all.
Like I said, it seems to work for me, but perhaps someone with a little more knowledge/experience could test the theory?
