importing TIFF files and overlay on video

I have just downloaded DVD Workshop 2 trial version and tried it out. So far I like it. But because of its limited functionality, I couldn't experiment with subtitles.

I wanted to find out if I could import a stream of TIFF files (in and out timecode encoded generated elsewhere), overlay them on the video and burn them on a CD or DVD. I'm not too concerned about the video quality as long as I can watch the video with the subtitles.
