DVD Workshop Version 2 does not create 16.9 menus though we have been campaigning the new owners of Ulead for a service pack or an updated version.
In the meantime you have 3 choices:
1. Use the workround outlined in this tutorial
2. Purchase VideoStudio 10+
3. Purchase DVD MovieFactory 5.
Options 2&3 both provide 16.9 menu support the main difference between DVD Workshop and the other two products is that with DVD Workshop you can begin with a blank screen and also create non standard playlists.
By that I mean that the normal way that a DVD menu works is that you walk out the way you walked in.
Take for example 3 menu screens A, B, C
You start at menu A and enter Menu B then progress onto Menu C.
To get back to menu A you 'go via' Menu B.
A playlist enables you to jump directly back to menu A missing out Menu B.
Something else a playlist lets you do is to go from Menu A to a small video then onto menu B (or even Menu C)
For an example see this tutorial:
Transitions between menus
