How did you end up with 3:4 ratio? The normal one is 4:3... At any rate, go into File > Project Properties, and check the format which appears. You need to do this for both MPEG and AVI. If it is now 16:9, then click on the Edit button and select the General tab. Towards the bottom you can change the aspect ratio between 4:3 and 16:9 (but not 3:4)!!
Or are you using video which came from a widescreen source: either a widescreen video camera or ripped from a widescreen DVD?

This is what say to me that something has been change somehow.
The only thing I did recently in video, except my project, was to download VS9 to try it. Is is great but I want to wait later so I desinstalled it.
What happened is that when you uninstalled VS9 TBYB, it took somethings that VS8 used with it.
Do you have the Full install CD? If so go to Control Panel>Add/Remove Programs, scroll down to VS8 and do a Repair. If you have the ESD (download version) then you will have to re-install it.
I am using VS10. If you go to File > Project Properties
... it says Project template properties ... Edit file format:
On the drop down menu, it has options to select MPEG files or AVI files...
I notice when I select AVI files - my preview screen shows the black reveal bars.
When I select MPEG files, the black bars are gone.
