If you are referring to a file with a .VFX extension, that is a file (a DLL actually) containing the code that implements the transition. You can't just double-click on it, the file must be installed in accordance with the instructions on Stefan Burger's site:
http://www.burgers-transition-site.de/d ... ation.html
It's as simple as copying the file to the correct place.

It's really not that complicated.
You take the file you have downloaded (which should have a .VFX extension if you did it correctly), and you place it into the directory indicated in the instructions. The exact location will vary based on the version of Videostudio you have, if you have Videostudio 9, it would typically be C:\Program Files\Ulead Systems\Ulead VideoStudio 8.0\vfx_plug.
That's it. The next time you start Videostudio, the new transition will be accessible under Transitions in the Library.

all I did was:
download the exe-file from this link:
http://www.burgers-transition-site.de/d ... puv120.exe
and then run it.
Next time you start VS10 all 20 Burger-Filters can be seen in VS10.
