I have VS 7 installed, went through the wizard to setup my menus to burn my DVD. Clicked on Output and it started off converting video's with the progress bar moving along at the bottom. It got to 50% and started again, then it got to 50% and started again, and again and again. Is this supposed to happen?
Source files are from my DV handycam, mpeg, of various sizes.
No devices attached any more.
Not sure what the project settings are, didn't touch them.
Output is DVD
PAL
No error codes.
It's still burning, now, or trying to anyway!

No I don't believe it is suppose to constantly restart like that. Please complete your system specs in your profile. This will help us to help you now and later when you may have a problem you will not have to retype that information.
Is your VS7 the Full version or an SE version? If it is the full version have you applied any / all patches for it? As you are probably aware, VS7 is now a Phased-Out version. If you plan on doing alot of editing you may wish to consider trying the current release VS10 +.
Does your DV handycam, record to MPEG or DV (AVI)? How did you capture your video files to your computer? Did you use a Firewire (IEEE1394, iLink)? I take it that you captured, edited, then went to Share>Create Video File correct? Now when you are trying to produce your DVD you are having the problems? What format did you capture to?
To keep from having problems you need to be aware of what your project settings are, and your video properties. They need to match throughout your workflow. To determine your Project Properties, with your project open go to File>Project Properties or press Alt + Enter. To determine what your video properties are right-click on a video clip either in your library or on the timeline, and select properties.
Steve has produced a great tutorial, From Camcorder to DVD, which can be viewed Here. He leads you through from capturing your video clips, to producing a DVD. It is well worth reading...

You need to read what it is doing as well as looking at the progress meter.
When you start to burn you get two progress bars
1. Total progress
2. Detailed progress.
The detailed progress will keep bouncing back to zero when it reaches the end of something such as
converting title 1
converting title 2
converting menu
converting menu 1
The progress meter is also only a very rough guide and could be likend to driving a car from Birmingham UK to London. There is a Motorway System (I think the Americans call them Highways) where you can drive at up to 70 miles per hour. London is about 120 miles away and so in theory it should take just under 2 hours.
In practice you hit road works, traffic lights, roundabouts and so on. At these points your speed is slowed down. Now a computer using your current speed x remaining distance could at times suggest the journey may take days, even weeks.
Same rule applies to rendering a DVD menu.
