A DVD burner can usually burn DVD's and CD's. A CD burner cannot burn DVD's.
Not all DVD burners can burn all types of DVD's and CD's so if you are looking for a DVD burner, make sure its capabilities match your requirements for:
- Speed (up to 16X now)
- Format (DVD +, DVD -, R, R/W, RAM etc.)
- Single or dual layer

You can, however, burn a MiniDVD with a CD burner. It uses the same encoding and disk structure as a regular DVD, except it is recorded on CD media.
You'll be limited to relatively short videos (~15 minutes), and for maximum compatibility, you should not exceed a bitrate of 6000Kbps (preferably 4000Kbps), but many standalone DVD players, and any PC with a CD or DVD drive will play these, especially if you take advantage of the fact that UVS can include the free Ulead DVD Player on the disk -- in that case, the PC doesn't even have to have it's own DVD decoder/player installed on it.

Funny you should say that. I just pulled a miniDVD out of my burner for a recent dvd that I planned to show someone at work tomorrow (at lunch time of course). One additional note about the Ulead DVD Runtime player -- it does not decode Dolby Digital audio -- so you will need to go with LPCM or mpeg audio (might as well use mpeg audio to get the most amount of video onto the CD-R -- and since the target drive is a computer, there won't be any issues using mpeg audio with my NTSC DVD)
