On the Project Properties Compression tab, there is a slider for Speed to Quality. By default, it is set to 70% and I have never changed it. In fact, I remember reading somewhere that this setting is probably the best. I can't remember why and I am trying to refresh my memory as to what this slider actually accomplishes. Can anyone help?
I just updated my system over the last couple of months and I am looking to see if there are any opportunities for improvement.

I use MSP it has the same slider, it just dedicates more time to encoding. I'm not positie but I think it forces it to look ahead farther to see how to create the frames so they blend better into the next one. Might be helpful for high motion scenes but generally I see little difference for normal action.

Motion Search
As coalman said, it changes the motion search paramteters of the encoding engine. Move the slider towards QUALITY, and it will take longer, but might produce better results depending on your video subject matter (fast action vs. talking heads). Move it towards the SPEED side and it will encode faster, but you might get visually lower quality.
It won't change the final video file size, it just changes the way it gets there...
