graphic resize issue

Here is what I am doing, can anyone throw me a line.. in vs10

I have three layers.
Back layer is a graphic full size of 720 X 568 and is a jpg this picture has a picture of a screen on the right (one like you ise in a training room)
Layer 2 has a WMV video that is small on the left side of the screen, the person on the video keep looking to her left, at my training scren
Layer 3 has a set of jpg images that were created from the output of a powerpoint file, they are the slides the woman in the video is talking about.

Whole thing works well, sycs nicely...

Here is my issue
the powerpoint graphics have been resized to 400x300 to fit the place on the screen in layer2, when brought intot he program they are increased in size ( as is the back picture) and go out of focus, the resize is awful!

How do I get the back picture and the pictures on layer3 to be at the size and quality I have made them. When the dv is finallyoutput to mpeg2 the size of the pictures is back to 400x300 but with quality loss.
