lose frames in rendering? is that ever possible?

hey guys. someone told me that if i open too many programs while VS is rendering, i'll lose frames. Is that true? i thought you only lose frames when capturing videos but not in the rendering stage. opening too many programs will only slow down your rendering but won't affect the quality of it. Am I right?

The information you've been given is wrong.

You can only drop frames during capturing, and then only under a limited set of circumstances (CPU or hard disk too slow, weak or out-of-spec input signal). Transcoding/rendering runs at its own pace and will take as long as necessary.
