Cutting out the bad partsof my video

I just got this DVD Express DX2 and with it came the SE edition of Video Studio 9. I have imported some video ( Mpeg from my VHS tape captured by Cap wiz. It runs fine until I want to cut out the bad frames. I can get the Start and stop marker to appear to work but the scissors never change to a bold color and clicking on them does nothing. So how do I cut out these bits ??
Getting really frustrated.

Make sure you are playing the clip and not the project. I don't think the cut is available during project playback.
