Sync on SVCD-alternatives?

I'm taking a DV-type-1 AVI file (720x480, 29.97fps, Stereo/16bit/48kHz audio...2min:02sec) and trying to make a VCD out of it (my computer doesn't burn DVDs, but I can go to one that does, if necessary). A/V synch on the AVI is perfect.

However, when making a SVCD, sync issues are noticeable almost immediately, by a few frames. By the end of the two minutes, sync gap is about half a second. This also happens when trying to make a compressed file for the web in an MPEG-4 format, but NOT in WMV.

I am using MSP8 and its included disc-authoring program. Are there any good workarounds and/or alternatives for the VCD other than making a DVD? The web file is next priority, I'll work on that another time.
