Hello everyone, new user here. I am using Videostudio 10. I have some experience using video editing software, however I was wondering if it is possible to have ulead create a new scene say every 10 seconds and then that would allow me to put titles and effects over certain areas of my project.

In order to help you we need more information. Please read the following :

  2. Recommended Procedures
Also please complete your system information in your profile. This will help us in troubleshooting your problems now, and in the future this information will already be available, so you will not have to re-type it.

With Split by Scene, VS can detect differences in scenes, or split based on date and time. However this only works when capturing /using DV.

The only thing close to what you are wanting to do is Chapter Points. When you are building your menus for your DVD, VS can automatically add chapters at specified intervals.
