Sure, assuming you have the codecs installed.
I am currently using VS9 and I have been considering upgrading and for me the only reason was the multiple overlay tracks - until now. I recently had the need to convert DivX files to MPEG2 so I could put them on standard DVD. Version 9 does it but the video is quite shaky and I tried all kinds of things that could cause this. Version 10 trial does it perfectly, and from what I can see, much faster. So I think I'll be purchasing VS10 now. I would have to purchase something like TempgEnc to do this so why not put that towards a newer version of the product that I already use.

Where can I get the codecs? I have installed the DivX 6.2.2 Codec but it doesn't work.

Divx 6.2.2 works fine for creating Divx video files. To select it you have to select SHARE/Create Video File/Custom select AVI files. Then select Custom/Compression Tab and select Divx from the list of video codecs.
It does not work well at all if you try edit HD Divx files. I have not tried standard definition Divx editing but I am not optimistic.
If you are doing high definition, see Tutorial at http://phpbb.ulead.com.tw/EN/viewtopic.php?t=13872
