System spec?
Where do you install C3DPS to? Do you install it correctly?
Any error messages?
The file size and the date of both C3DPS and PIM installers?

I've also found that installing to the default directory is usually best, but there's no reason a Ulead program can't get the install directory from the registry.
I just did a quick check on this in my registry and found:
HKEY_CURRENT_USER
Software\Microsoft\Windows\ShellNoRoam\MUICacheC:\Program Files\Ulead Systems\Ulead COOL 3D Production Studio\u3dedit4.exe
Now a plug-in that works for several different programs (many plug-ins for PhotoShop also work with PhotoImpact, for example) will need to know where they should be installed. The installation program for the plug-in should ask for the path or provide a "readme" file as to where to place it.
