Animation Duration

I find many good animations that I can download on the Web. However, their duration leaves much to be desired. Some require multiple insertions on the time line, while others are so fast as to be usless. Is their any software that I can use to increase the duration of these GIF's?
I am not looking for a full blown GIF Editor.

I can only answer the clips that are to fast. You can slow down the play back speed by clicking Playback Speed under Option Panel of the Edit Step.
