Hi,
I use an external TV card (Cute TV USB) to capture from VHS tape to my PC & edit it with VS8, but the final output to VCD while viewing on TV does not give a clear picture like I do view during editing. Is there a particular video or project setting that I need to set to get a better output, esp. while I must write to VCD. Or does this have to do with anti-flickering filter, compression, PC components, etc.
PLS I NEED TO BE WELL EDUCATED WITH YOUR PROMPT RESPONSE.

You are using a low-resolution capture device and a low-quality disc format!
I looked-up the specs on your capture device. I couldn't find the compression-format (DV, MPEG, etc.). But, the resolution is low. A "normal" DVD is 720x480 (for NTSC). I've never made a VCD, but the specs are not comparable to DVD.
If possible, capture to DV format. Then, select the highest possible VCD bitrate.
If you must capture to MPEG, use the same settings for capture and burn. And, don't apply any filters or anything else that will require the MPEG to be decoded and re-coded. (MPEG is lossy compression, so you lose quality with each encode.)
Or, get a better capture device and a DVD burner!
