I am trying to create a DVD slideshow and have several vertical photos that are being cut off at the top when viewed on my television.....
Is there anything wrong with setting the Title safe Area in Output settings to 0% in order to show all of a vertical photo? Will this have any negative effects on other photos?
Is there a better way to accomplish this?

I don't have DVD Picture Show, however your problem is the same regardless of DVD authoring program.
Setting the title safe area to 0% is not going keep the vertical picture from being cut off. In order to keep this from happening, you need to resize the picture so that it remains in the title safe area, and that should be about 10% for most TVs.
You don't say if you are located in PAL or NTSC land. PAL DVD resolution is 720 x 576. So your image should be no larger then 576 px tall and 720 px wide. A trick is to use an image editing program and resize the image, so that it fits those dimensions. Usually that involves placing the image on a background that meets those specs.
To resize in a program like Paint Shop Pro, for vertical images or Portrait, resize the height first, and have Maintain aspect ratio checked. That way the image will not be distorted.
