Is it possible to use a jpeg photo in Video Studio and move in , out , across the photo like Ken Burns and other documentaries do in their films?

Yes it is. Use the Pan & Zoom option.

If you are using version 9 then put the jpeg in the timeline and click on it so that it highlights - the option to select pan and zoom will appear up the left side of the preview screen.
If you are using Version 10 then put the jpeg in the timeline and click on it so that it highlights - the option to select pan and zoom will then appear in the options panel - which if you are using the default UI is in the lower right quadrant of the screen just above the timeline.
In both versions the option is clearly visible on screen once you have selected the jpeg in your timeline.
Information on accessing the Pan and Zoom option and customising it can be found in the embedded help file - to access that press F1 when you have VideoStudio open
It would help greatly if you could tell us which version you are using if you have any further questions.
