After removing the commercials I want to create discs with menus. However VS9 does not appear to allow me to create disc at the same size as the captured file. This then means long render process to change file size to a size that suits VS9 with corresponding picture quality loss.
Am I missing something or does anyone know a way round the problem without this long render process. After removal of commercials I render quickly at "same as settings"

You haven't described how you are capturing your Digital TV stuff into the computer. Are you capturing to AVI or directly to MPEG.
If you are capturing to AVI it will have to be rendered to DVD compliant MPEG2. If on the other hand you are capturing to MPEG2 format - such as via a Hauppauge TV card with its built in hardware MPEG encoder, then you should set the capture properties to a DVD compliant MPEG2 format.
Although written for users of MovieFactory the procedure in VideoStudio is similar in this post How to create a DVD from the Hauppauge TV card

352x544
720x544 does it make sense to render up from width of 544 to 720?

The broadcast pixel resolution of 544x576 is not DVD compliant.
It needs to be 720x576 (or one of the lower standard-resolutions). I'll bet they planned it to be non-DVD compliant!
The bitrate may be too high also. 15,000kbs may be standard for digital broadcast, The DVD maximum is around 10,000kbps (combined audio & video).
