I know that we can adjust the MPEG parameters when we use "Share / Create disc" (there is a dialog box just before the burning step), but I still have some doubt on how the preserve the highest quality of an original file when I use Share / Create File" with UVS9.
I have a MPEG file delivered by my Hauppauge card, which is 454Mb, 720x576, 25.00fps, 12000kbps. I added a logo plus an intro on UVS9, then I use "share /create file", MPEG2 720x540, UVS9 delivers me a file which is only 278Mb.
I would like to have an MPEG encoding preserving as much as possible all the "juice" of the original file: is there a way to adjust the MPEG parameters for the "Share / Create file" command ? (just as it exists for the "share / create disc" command) .

Your file is smaller because it has been down-converted to DVD specs.
Your captured video bitrate property (12000Kbps) is way to high for DVDs to handle and also higher than you need to encode standard definition video. You should adjust the capture properties to something closer to 8000Kbps and then preserve these properties throughout all subsequent stages of the process.
