MPEG4 Project Playback

I'm trying to edit some video for a student. All the video is in a quick time .mov format with a mpeg4 compression. When I put them into a project, the individual clip plays fine, but when I play the entire project, the clips look almost like they are stills with maybe a couple of frame changes.

I've installed all the mpeg4 plug ins, but am baffled by the playback. I tried to save the clips as a video file and I get the same thing.
