problem with audio clips (vs7)

I want to form a VCD(mpeg-1) using still images and audio(.wav) clips.
I can form the timeline arrangement but the selected audio clips which play well in sound forge, will not play
on "shift-clip command in audio mode.
If I enter share mode and make a VCD images ok but no sound.
If I save as VSP file and render the system freezes after rendering .

The audio clips are 16 bit mono
vs 7 windows 98se
