Well, I checked the device manager and it does not show the camcorder. I followed the pop up instructions on troubleshooting for it. This brought me to the Microsoft Windows compatibility list for 2000 Pro and XP. The Canon ZR600 isn't on either list. Neither was it on the compatibility list for Ulead MF. In fact none of the 100 series cameras were included. I found the Advance Settings in the capture window. I set the Change Capture Plugin to Ulead DirectShow Plugin and got the same error message: No Capture Driver available in system. In fact I tried every option available and got this same error message. I also determined that my firewire card was working correctly through the Hardware Wizard. It also showed that the Legacy Video Capture Devices were installed and working correctly. Futhermore, although I did not see it this last time I ran MF 4, I distinctly remember that the application program identified the Camcorder as a Canon ZR 600 which would mean that the firewire was working. The disk that came with the camera includes a DV TWAIN Driver 6.6 Could that be the required driver? If so why would it not have loaded? Finally, Microsoft's web connection suggests getting in touch with the Camcorder Mfg.'er while my contact with Canon had no answers. I would think that they are aware of the incompatibility issue here. Certainly Microsoft provided links to vendors who were selling this camcorder. 
If your device manager does not show your camera as an imaging device then you have a problem with your Firewire cable, firewire card or camera port. Running a hardware check in Windows is not a verification that the firewire card is good. The best way to check the cable and card is to use a external firewire CD/DVD drive. If it works then the problem is in your camera.
I had a similar situation, where if I plugged my camera directly to the firewire card the computer would recognize for about 10 seconds and disconnect. I played around with it for about 2 weeks and even changed cards with a different manufactures card, that worked but the card didn't work properly. I switched everything back and the same thing happened. I just happened to have a Firewire Hub and tried it, problem solved.
As I said before a Standard DV camera when plugged in to a computer will show a video camera icon in the lower right Windows notification area,
if the icon is not there then something is wrong. You should also see it as an imaging device under explorer and device manager.

Ongoing saga
Again, mucho gracias for all the attempts at help. To start off with, there is an indication in the camcorder when it recognizes a firewire connection and that is lit. According to Canon that means that there is nothing wrong with the camera. Second, Canon states on their website that >>An appropriate driver is included with Windows operating systems starting with Windows 98 Second Edition and Mac operating systems starting with OS 9. The driver is installed automatically when you connect the camcorder to the computer.<< I have a help number at Canon and will verify all this, but I now am suspicious of the PCMCIA CardBus which was optained from Lemoncell on E-bay. The firewire cord seems o.k. although it goes from a 4-pin connection to a 6 at the card. (Is that kosher?) Now the card came in a Box that states that it is an USB2.0/Firewire PCMIA CARDBUS. As to its manufacture it states only Made in China and it arrived via airmail from Hong Kong. However, I am convinced it is ony a 3 port 1394 Adapter. It has three 6-pin ports and an external D.C. power jack. The Combo is pictured in a photo on the box cover with it's label exposed, and it doesn't resemble my card. >>I've been using the Adaptec 3 port firewire card without problems. Usually never a problem with the 3 port adaptec cards. They are a few dollars more but do seem to be reliable. << I'm now starting to think the next best step should be to optain another firewire from another retailler (Best Buy) and test that. I also will look for some inexpensive device to test the Ieee card. Any suggestions?

Weekend of testing.
O.K. if I connect my DV firewire to the middle port in the Cardbus (Mfg. VIA), I can bring up Microsoft DV Camera and VCR under Imaging Device in the Device Manager. However under Scanners & Cameras in the Control Panel, I see none listed. While trying to capture Video with MF I see Source: Canon--MSDV, but get two error messages.
1) No Capture Driver is available in the system. 13011:2:1
2) Failed to connect to driver: Canon--MSDV 13011:3:3
If I keep the firewire connected to both the Cardbus and Camera, I see the indication DV-in. If I disconnect the firewire from the Cardbus but leave it in the camera, there is no such indication. However, if I connect the firewire to the other two ports, the camera also displays the DV-in signal. Consequently, I can assume that the Camera detects that it is connected to the cardbus only. This leads me to believe that the firewire is o.k., while the cardbus might not be.

Don't use VIA USBs, just try another one. There are many VIA compatibility issues with USB devices.

O.K.
Well, I picked up a Belkin marketed TI 3 port PCI Card for my desktop which was packaged with Ulead's Video Studio 5. This doesn't recognize a Capture Driver, either. My router comes from Belkin. They have been very supportive. Perhaps I'll call them for help on this. However, this may be a Ulead failure when push comes to shove. I was told at Best Buy which sells my ZR600 Camera that they have had no complaints with Adobe which they recommend.
