Photo Explorer 8.6 won't install

Just downloaded PEX 8.6 as part of PI 11.0 purchase.
When installing, PEX 8.6 complains of PEX already running in background, which it isn't. No programs running except install process.

Any work arounds, suggestions?

OK it hasn't installed but as far as possible follow the uninstallation procedure outlined here (For PEX):

Then re-boot the computer.
Using winzip extract the exe file to a folder and run the setup.exe in that folder.

Does this work?

I still get the message:
"Ulead Photo Explorer 8.6 is currently running in the background. Please close it first and try again."

I followed the instructions as you outlined but have the following comments:
1. My download is already an .exe "pexxx86_esd_e.exe" so didn't use ZIP.
2. Didn't find the folder for PE 8.6 ...D021CA in the registery or in C:\Program Files\InstallShield Installation Information.

Yes "pexxx86_esd_e.exe is already an exe.
Using winzip extract it to a folder and it will create several more files and folders in amongst which you will find a setup.exe

Steve,
It worked by:
1. Using WinZip 10.0 to open the pexxx86_esd_e.exe file.
2. WinZip says that: WinZip cannot open this file. It does not appear to be a Zip file. If this is a self-extracting file it is either not in the standard Zip file format or it is corrupt. Would you like to run this executable file?
I said yes and it executed the file and installed PEX 8.6 without problems. Not sure what is going on here, but it does work.
