Why am I getting this message when Im getting ready to create a video file...Im going from an AVi file to MPEG

...uhhh! .... Because your mpeg encoder is not there or is corrupt? 
The encoder should have been installed with Video Studio, so you might need to do a Repair (if you have the disc version) or a full reinstall if you don't.
First, though, you might want to do a Google search and download one of the free prgrams, Sherlock or GSpot, which will show exactly what codecs you have on your computer and whether there is a problem with any of them.
