Unable to change the TV system

Hi, I have a problem with Video-Studio 9. When I want to capture, I cannot move the setting TV system on PAL-B or SECAM-L. My setting remains always on NTSC, even if I choose PAL or SECAM. Somebody knows how to be able to save new setting ? Thank's
