3.1 GB at 9000 and the same at 6000. Bigger/Better with Nero

When putting a video file to a disc with VS7, I used one with the setting of 9000fps. I tried again at 6000. Both said 3.1GB. Shouldn't the 9000fps be bigger?

Also, I had a 48 minute video at 8000fps. Burning it with VS It's 2.8GB on the Disc. When I burn the same file with Nero, it's about 3.5GB. Looks way better also.
Is there a way to get a file bigger when putting it on a disc with VS? Maybe that will help it be as good quality as Nero. When I have almost an hour video at 2.8GB with a 4.7 Disc, I think I may be wasting quality.

There's nothing wrong with your logic... A 9000kbps file should be bigger than a 6000kbps file.

Unless the 9000 was a variable bitrate (VBR), with an average bitrate of 6000.

Or, is your source-file MPEG? If you are starting-out with a 5000 kbps MPEG file, the encoder might be smart-enough keep the lower bitrate, since it can't improve the existing quality/detail.
Higher bitrate = higher quality = more disc space = lower compression = less playing time.

Lower bitrate = lower quality = less disc space = higher compression = more playing time.

I did this and it said the same size. That is why I posted in the first place, it didn't change anything when I changed the settings.

It is MPEG to start. I think my software I'm using is set at 8000 constant rate.

VS7 doesn't have the feature to make it fit.
