Upgrade from Cool 3d 3.0 to Production Studio

Hello,
I've got Cool 3d 3.0 [u]french[/u] version (got a few years ago with UMSP7).
Q1 - Can I buy Cool 3d Production Studio [u]Upgrade English version [/u]?
Q2 - Are there some technical differencies between these 3 possibilities :
french : 69,95 €
US : 79,95 $
GB : 31,99 GBP

I must be more explicit :
- I'd like to upgrade from Cool 3d 3.0 french to 3d Production english 1.0 or more : is it possible ?
- The price of the Upgrade version is cheaper in GBP than in € or in $ : only commercial reasons or has the product some technical differencies ?

For information,
After asking Ulead and getting answer, I've bought and downloaded the program and components of Cool 3d Production Studio upgrade version.
Everything's OK.
