Here is a quote from VS9 FAQ page.

* Increase your virtual memory. Go to My Computer > Properties > Advanced > Performance > Settings . In the Advanced tab, click Change and set the virtual memory as the values shown below:
Custom Initial Size: 1024

Click Set then OK . Restart your computer."

I did try to create the video file first from my project recommended from the sticky post, it is working alright; but the result is not what I want since it cannot create the chapters.
I will try to Burn to disc, Create DVD folders, Create disc image file with recommendated configuration from the sticky post. I will see the result on Monday.
NTSC drop frame (29.97 fps)
MPEG files
24 Bits, 720 x 480, 29.97 fps
Lower Field First for digital capture {if capturing analog use "Upper Field First"}
(DVD-NTSC), 4:3 (or 16:9 for widescreen)
Video data rate: Variable (Max. 8000 kbps)
Audio data rate: 224 kbps
MPEG audio layer 2, 48 KHz, Stereo

You said "...but the result is not what I want since it cannot create the chapters". I am not sure what you mean by this. The chapters are only created in the authoring stage of production, when you create the menu. At the same time you can elect to create chapters or not. When were you trying to create chapters, and how were you going about it?
