PI sometimes goes into suicidal mood.
What you may try:
1. Delete this file before starting PI (Attention, this refers to PI11, I don't know if it is present in PI10 as well):
<disk>:\Documents and Settings\<your account>\Application Data\Ulead Systems\Ulead PhotoImpact\11.0\profiles\Current.xum
2. If you have access to another user account with working PI10 (on your PC or not), try to delete (BACK IT UP first!) contents of your <disk>:\Documents and Settings\<your account>\Application Data\Ulead Systems\Ulead PhotoImpact\10.0\ and replace it with working settings.
3. Reinstal as described here http://phpbb.ulead.com.tw/EN/viewtopic.php?t=11923
In order to find your "magic number" for PI10 (the long one in {}) go to C:\Program Files\InstallShield Installation Information, search for Setup.ini files and find one that contains PI in AppName= line. The directory name of this file is your "magic number".

I know it is very early in the morning, but!
liz installed the software a year ago, but today, this afternoon, the Libraries dissappeared. Which means, that with in the past few days something has gone wrong. So, a Restore point a week or so before the dissappearance should restore the damage. Unless there are missing files, in which case that may mean a reinstall.
Trying the Resotre point is the best first action, and should do no harm. No need to restore before the installation a year ago, since most only keep resotre points for the last 30 days or so. OK?

I overinterpreted your post when referring to restore point age, but still I advise extreme caution when using system restore, unless nothing important has been done on the PC since restore point to use was created.
System restore mangles with all files on disks it handles, not only system files, so liz can find for example edits for her files reverted.

thank you both for your information
i tried both of your methods, Xyzzy2, I got confused and gave up, i'll attempt it again when i'm not so annoyed at the computer, the more i delve into the files the more lost i'm getting and am worried i'll ruin more files. Keenart, I tried restore and it only let me go back 1 day, i needed to go back 2 days to fix the error as it was working 2 days ago, but thank you both so much for your input, greatly appreciated!
Xyzzy2...i just tried it again...I get as far as Profiles & the choices I have are standard.xum & xum.xsd, which one do i pick?

liz,
If there are is no current.xum in PI10, as keenart noted, leave files as they are.
Archive whole \Documents and Settings\<your account>\Application Data\Ulead Systems\Ulead PhotoImpact\10.0\ directory, erase its contents and replace it with contents of the same directory from another account for which PI works OK (if from another PC, I think it's important that PI is installed to the same path).
If you don't have another user account on your PC, create one and check if PI works (it's possible). In such case you can use files from the newly created account.
