videopreview is choppy and sometimes isn't moving at all

audio plays fine. burned 1 dvd and it was choppy to the pint that video didn't play. audio again was fine..I installed the updates. no different. I exported video as an mpeg2 IBP avi from adobe premeire 6.0. brought the video avi file into mf3 then added the wav file in the audio section. but when I preview its all choppy. also, should a 10 minuted video take 45 minutes to burn to dvd?
