PhotoImpact 8 Magic Wand Tool and arrow line
Recently, the magic wand tool grabs everything on the page that is the same or similar color, even if I put the similarity down to 1. When I attempt to fill in a particular area, everything fills in. I have no viruses and run WEbRoot spy sweeper daily, so that isn't the problem. Concern 2: The arrow line tool is no longer available. I am relativley computer illiterate, so replies will have to be rather simple.

It sounds as though you have damaged support files.
First try this, make sure the Connected Pixels is checked to limit pixels selection.
If that does not work then Go to the Control Panel and select Add/Remove Programs. Select the Ulead program and repair the installation. You may have to have the original install disc.
Again if that does not work, then you should try an uninstall and reinstall Ulead. If that also does not work then try Tech Support.

I use PhotoImpact10 and I notice this too...
here is the solution:
On the top of the computer, in PhotoImpact, click on "Selection"
Click on "Select Color by Range"
It will show an eyedropper tool... click it on the colour you want to select
I then have Sample Colors: Similarity to 1 (play around with it)
Check "Invert"
Click OK
CTRL-X to remove the selected parts and get transparent
