It sounds as though your original installation of Video Studio 7 didn't install properly and so preventing you from installing the extra effects.
Try uninstalling Video Studio 7.
Look for any Folders with Video Studio 7 and delete them.
C:\Program Files\Ulead Systems\Ulead VideoStudio 7.0
C:\Documents and Settings\All Users\Application Data\Ulead Systems\Ulead VideoStudio\7.0
C:\Documents and Settings\username\Application Data\Ulead Systems\Ulead VideoStudio\7.0
Open the windows Registry ( Run | Regedit)
and navigate to the following two locations
[HKEY_LOCAL_MACHINE\SOFTWARE\Ulead Systems\Ulead VideoStudio\7.0]
[HKEY_CURRENT_USER\Software\Ulead Systems\Ulead VideoStudio\7.0]
and delete them.
Delete any temporary files and then empty the recycle bin.
Reboot the computer.
Begin the installation again.

Is your VS7 SE a downloaded version (ESD) or do you have the disc? There is something corrupt on the install. It could be that the download or the disc is faulty.
When I first purchased VS9, I had to have Element 5 send me another CD, as the first (back-up copy that I ordered) was faulty.
I have also discovered that memory card (RAM) going bad, can cause problems when installing programs. You might run a check on yours to see, couldn't hurt...
