Never used Premiere and have no inclination. It should be able to generate DVD compliant mpeg files and will certainly be a much better video editor than MF will ever be. MF is an authoring tool, designed to generate the relevant files to put mpeg files onto disks. It has some limited editing capabilities but I would never use it as an editor.
The problem must be something else and I would tend to believe that your recorder is just a bit too finniky. How did you go with the DVD -R disks?
Flicker Problem driving me nuts!

Thanks Gerald - yes that has been on all the time.
The flicker only affects any movement in the video...so it is like some kind of field setting problem.
Interestingly, I have only just realised the short intro video clip on the DVD is fine - it is the large main AVI clip that flickers. I am doing more tests to try and narrow it down. For example I am currently exporting the main clip from Premiere as an MPEG file (rather than an AVI) to see if that makes a difference.

Sorry, Paul. I thought maybe it was one of those "that's just too obvious" solutions like I ran into this weekend with MF 3.0SE.
You may be onto something, I've always thought that converting from one format to another could be asking for trouble. OTOH, if it only does it on certain players it could just be a compatibility issue. There certainly seem to be plenty of compatibility issues to go around. I tried a Direct to Disc recording tonight with my DVD Xpress and CapWiz program which seemed to go very well. Turns out that both the DVD player in my living room with the surround sound setup and a new portable player won't even recognize the disc, but it works fine in a newer standalone Cyberhome DVR-1200 DVD recorder($69)! I think some devices still have a lot of undiscovered issues.
Scratching head and shrugging as I disappear back into the void...
Best of luck with a straight MPEG file, well straight from AVI to MPEG...

My latest test was a success. I exported from Premiere as an MPEG file (rather than an AVI) - which I them imported into MF4 and burned the DVD. Plays without any flickering.
I will now have to re-export my AVIs as MPEGs and re-do the chapters etc in MF4. Hopefully that will all work okay.
Looks like there may be some compatibility problem between the Premiere Pro 1.5 AVIs and MF4...
