I Have Media Srudio 8 and many VST plugins from my CubaseSx Audio Software. THE MEDIA STUDIO 8 every time I start Video editor, hi scan all Audio Filters. Many Directx plugin I just i don't need, HOW TO switch off the scaning and each DirectX Audio Filters in video editor ?

I don't believe it can be done, at least directly. The surest way of avoiding the problem is dual-booting and using your audio apps with one boot and your video apps in another.
Treading on much thinner ice, if the filters are in a user-based installation, then it MAY be possible to disable them by installing MSP as a second user. This would not work with an admin-based installation. I'm not sure how filters are installed.
