When one mentions flickering with still images inserted into a video production the cure is regarded as using the anti flicker setting in media source options and/or applying a gaussian blur.
What about when the problem is with flicker on certain sections of a video? I normally see flicker when the film relates to tall buildings with multiple floors/blocks of flats or striped clothes or even the roofs of houses. It looks almost like light interference patterns.
What are the possibilities to solve this?

What you are seeing is called the moiré effect. It results from slight angular discrepencies between the scan lines and the object being viewed. There is no cure but may be slightly mitigated with vertical blurring, at the cost of resolution. When arranging for interviews, ask the interviewee not to wear jackets, ties, shirts etc. with pronounced patterns, as prevention is 100 times better than cure!.
