Trying to blur out an individual in a clip
I'm using VS9. Anyone have a suggestion on how I blur out an individual in a video clip. Like the they will do on a News program when a person doesn't want their face shown on TV. I have the same situation in a project I'm doing.

CPU - Pentium 2.6ghz
Memory - 2 gig
HD space - 120 gig

Try using the Star Video Filter. Customize that filter to be smaller and maybe a different color. Then track your target using key frames. ADvance the video a little bit, add a key frame and move the star over the face. Repeat for as long as you need.
I've done this for up to about 30 seconds. Move in baby steps (i.e. do not advance the frame too far before adding another key frame).
It works easiest if your "face" is stationary (like in an interview).
