create Menu on DVD

I am deaf. I am doing home business. I have captioned DVD.
The DVD has 2 video (A & B). A has caption, but B has no Caption. So I want to delete the non captioned video and Add another captioned DVD(make a different). How can I put video from different DVD into 1 blank DVD for deaf people?
