Is there a way to lower the volume on more than one clip at a time? Sometimes I have 20 or 30 clips that need lowering, but it is a lot of trouble to change them one at a time.

Not that I know of -- though I'd be more than happy to learn of such a way!! 
To me, though, it has always seemed logical that there is not since each clip will have its own peculiarities, including differences in volume levels. So unless you are going to completely mute everything, it does not seem to me a good idea to apply a 'one size [volume] fits all' approach to all your clips.
