Can not set MPEG parameters error

I am new to DVD Moviemaker and on my first project creation I followed the tutorial (http://www.ulead.com/learning/dmf/dmf2_01_2.htm) but after selecting 'Capture Video' I get a meesage 'Can not set MPEG parameters error - Captured Failed! The created file is corrupt and unusable. It will be automatically deleted. [13011:1:2]'

My Avermedia Ezymaker USB 2.0 is connected to my PC via a USB hub - there was a message when installing the device that the USB port is not hi-speed and that data transfer will be slower than the devices capabilites. Would this have anything to do with my error.

In the 'Capture settings/MPEG settings (current frame size: 160 x 120)' the 'Special Settings' drop down menu is blank without any options to choose.

I haven't yet! but I haven't spent any more time on it either. I was hoping someone could post a few suggestions on what to check/test etc.
