Not with mine..after increasing the value in the Time Stretch seconds box I click OK - the Playback Speed box closes - and the next time you open it up the %default will have re-written the values. Even if you then X to exit (rather than OK) the seconds value has change to the nearest 1% - up to 35 seconds in the case of the clip I am working on.

Have now rendered for the 6th time - after trusting that the duration change has taken (increasing the Video duration as Video is behind sound by the end of the clip). Checked it 4 times but did not exit the Playback Speed not clicking OK.

On the rendered file video is now 6 seconds behind the audio.

Will move it the other way.....

Try this other method then - bit more finnicky but will also work.

Split the audio as before.
Now cut the audio track up into several sections.
Drag every other section down to the other audio track.
Move each section slightly left or right as required.

I found this article on another forum:
Do you experience loss of video/audio synchronization after editing MPEG-2 files from DVD-RAM (or other hardware MPEG) devices? A Ulead engineer gave me the following tip for MediaStudio Pro.

On my Windows XP computer:
1. I clicked START;
2. I clicked MY COMPUTER;
3. I clicked C: drive;
4. I clicked the DOCUMENTS & SETTINGS folder;
5. In the WINDOWS TOOLS menu, I clicked FOLDER OPTIONS;
6. I clicked the VIEW tab;
7. I ticked the option to SHOW HIDDEN FILES AND FOLDERS;
8. I clicked OK;
9. I clicked the ALL USERS folder;
10. I clicked the APPLICATION DATA folder;
11. I clicked the ULEAD SYSTEMS folder;
12. I clicked the ULEAD MEDIASTUDIO PRO folder;
13. I clicked the 8.0 folder;
14. I clicked the MSP (configuration settings) file;
15. Under the [VIODRIVER] heading, I typed CloseAudioDTR=1;
16. I saved the change.

The same procedure should also work for VideoStudio 10 Plus, if you run into this issue. Instead of browsing to the MSP (configuration settings) file, browse to the UVS (configuration settings) file.

By adding this entry, I successfully edited the DVD camcorder MPEG files and exported them as a single, DVD-ready MPEG-2 file, which I burned to disc. Video/audio synchronization was perfect. This fix may help you if you experience similar problems with the editing of MPEG files created by DVD-RAM and other MPEG devices.

In VS 11, I'm having a different variation of audio-sync: the source material is in perfect sync; the audio track has NOT been split from the video; I've trimmed many small and large segments, and the result remains perfectly in sync when previewed in EDIT mode or in SHARE mode. "Ripple editing" for all tracks has been effect since the project was begun.

BUT, when I make a video file or a disc (actually on the hard drive), the audio gets out of sync: at the beginning, it's in sync, but gets progressively further AHEAD of the video. So, VS 11 itself is creating the sync problem during the "render" step.

Slightly slowing down the audio, as suggested in this thread, would be difficult, because there are so many segments. I've tried using the out-of-sync video file in a New Project, splitting its audio, and stretching it a bit, but that didn't solve the problem.

Any suggestions?

Try turning off Smart Render (in the Share > Create Video phase). That has solved similar cases of OOS.
