I use ULead DVD MovieFactory 4.0.
Is it possible to extract a portion of the video and then place it elsewhere? For example, I'd like to extract the video from time 8.13 to 19.08 and place it directly after 22.07 minutes?

Do you have any other programs that are Primary Video Editors? MF4 is Primarily a DVD authoring application. You could best do this with a video editor like VS9.
However I think a workaround would be using the Multi-Trim function.
1. With your clip in the timeline and highlighted select Multi Trim.
2. Now using the scrubber navigate to the start time where you want to make the change.
3. Press the Mark In (the bracket [ ).
4. Scrub to the end of that segment and press the Mark Out.
5. Now using the scrubber go back to the beginning and Select Mark In
6. Go to the end of that segment, just before your mark in in Step3. Choose Mark Out.
7. Go to the End of your Step3 Mark In/Out. Select Mark In.
8. Go to the End of your Clip Choose Mark Out.
Now if this works, (I just tried it with a short clip, selected a segment in the middle). You should have 3 clips in the storyboard. Just highlight the segment you want to move and drag it over, for example drag it to the right to place it after the clip located to the right..

, It was very early in the morning when I posted that. I just tried to do the steps I told you and it's not possible...
What you want can be done in a simple manner...
1. Import your video to the timeline, and highlight it.
2. Now using the "jog bar", it is the arrow along the top of the timeline, just below the preview window. Or you can use the scroll wheel, or Just type the time that you want to go to in the digital time slots (just to the left of the scroll wheel). The Format used in video is H:MM:SS:FF (Hours:Minutes:Seconds:Frames).
3. Now cut the clip using the scissors tool.
4. Now type in the later time, or advance using one of the other methods.
5. Again using the scissors tool cut the clip.
6. You should have 3 clips in the storyboard/timeline. The middle clip should be the one you want to move.
7. Drag it to where you want it to be...

My compliments on your splendid tutorial presentation. My guess is that you must have been a teacher, your explanations are so clear.
Although I appreciate your patience in trying to help me, in playing with this program, I had already become quite familiar with the various tools you explained, and their use. I'm afraid I have'nt explained my problem clearly enough to you, as I still don't know how to resolve it.
I have an mpg file which is about 30 minutes long. What I wish to do is to remove a section from say time 10.00.00 to 11.00.00, and then place that removed section in the file at say time 20.00.00. After having accomplished this, I wish to see the rearranged file displayed as a new video. Can you show me how to do this, step by step?

1. After you have the 3 clips, you must then go to the 20:00:00 time. The clip would then be cut at that place. Then you can drag the clip with timecode from the 18.3-19.08, and drop it before it.
Now your clips should be rearranged as you like. You can now select all of them then select Join. This will re-join all your clips into one. OR select them all and choose Export-->Fast DVD Compliant Video.
Is that what you're looking for? I would do another tutorial, however it's 11:27 pm here, and I have to work in the morning
