I was able to create and burn a 12 minute DVD using VS9.
However when I view it on a TV the titles appear blurry.
Any suggestions would be greatly appreciated.

Also, consider turning off the Anti-Flicker Filter when you output your MPEG files -- keeping it on helps prevent flickering at the expense of some blurring.
Afterwards, preview your MPEG files using Windows Media Player, and burn using rewriteable DVD media for testing before commiting it to a record-only disk.

To add to Heinz's and Thoff's comments, if your titles are scrolling or animated in some way, also experiment with different durations. Check out the effect of your changes by burning test DVD RW's of just the title part of your DVD.
Double check that you are actually following all the recommendations in the "Recommended Procedure" too.
