I have a tape previously used with a NTSC camcorder.
I would like to capture what is on it, using a PAL camcorder (I don't have the NTCS one anymore) and VS7.
Is there a way to do so ?

welcome to the forum!
Unless you have a pretty fancy PAL camcorder, I doubt that it will be able to play the NTSC tape.
You might fill in the "system" info in your profile, though, and give details of your equipment.
When I took apart an old 8mm NTSC Sony camcorder that was playing up a few of years ago, I noticed that it had "PAL" printed on several circuit boards. It may be that it actually contained both the NTSC and PAL circuitry, and that one or other was somehow enabled or disabled according to the market it was sold in. That might suggest that some finger-poking could turn a "He" into a "She" - but it's a long shot! Otherwise, you just have to borrow a friend's PAL camcorder to capture your footage.
