ERROR: Unable to apply the selected thumbnail's properties

Hello!

I have received the following error msg. when I am trying to use an effect. Please help.

"Unable to apply the selected thumbnail's properties to the image"

I am not to apply it to text, but not image.
I try to apply the image using selected area, however, it does not allow me to. Or, the whole background applied. Does anyone here can give me an idea how to get it to work. Thanks!
