This is a bit like saying my car wont start, why?
Please complete your system specifications on your profile page.
Your copy of Photo Express, how long have you had it, did it ever work.
Is it a boxed or downloaded version. If it was working previously what has changed on your computer since it last worked, new software, hardware. uninstalled anything.
We need more information.

You still haven't completed your system specification on your profile page.
The programs listed will not cause conflicts, See my list below!

Did you uninstall the demo before installing the full version. It is a known problem that many Ulead products do not install very well on top of an exisiting demo version. The demo version work fine!!!

You need to do a clean install by clearing out all the existing entries.
There is a guide here for Video Studio, but the procedure is the same.

Obvioulsy you have to replace any references to Video Studio with Photo express. Also the "folder" mentioned in "Step 2" will be different
To find the one for your product navigate to
KEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\
then click each of the folders in turn until you see the one containing Photo Express.
